It is very possible that Paul acted as rabbi of the Cilician synagogue in Jerusalem when Stephen was active in the Hellenistic synagogue. It is also possible that he would have had an already fixed position in the meetings of the Great Council. This seventy-one-member Council met in a semi-circular arrangement. In front of them were students "sitting on the ground" in three rows, each in the place he deserved: the most distinguished in the front row, in the second the more experienced and in the third the newest students.
